| The Dallas County Community District and its Foundation believe that cost shouldn't stop anyone from getting a college education. The Rising Star Program guarantees a FREE college education to graduating seniors from Dallas County public high schools who are in the top 40% of their class or have at least a "B" average and who qualify for financial assistance. It provides a full three-year college education — worth $4,000, including tuition, fees and books — at any of the Dallas County Community Colleges.
